The structure was erected on Hilario Esguerra’s donated property. In 1963, after Mayor Juan Espino’s term, the municipal office moved to the new municipal complex in front of San Isidro Labrador Church. The structure was used as an Open Learning Center in the year 2000 and converted to Polytechnic University of the Philippines (PUP) on May 2, 2008. The Municipal Library was established in the structure in 1989 and stayed in the same location since then. On March 20, 2023, the PUP moved to a different location, and the structure became an office for Public Employment Service Office (PESO) and also serves as temporary offices of MENRO, Municipal Water Services, Office of the Senior Citizen Affairs and Disability Affairs Officer.
